Sipas tyre shqet\u00ebsuese \u00ebsht\u00eb q\u00eb rreth 65 p\u00ebr qind e pozitave drejtuese civile n\u00eb ministri jan\u00eb me ushtrues detyre.<\/p>\n<p>Hulumtuesja n\u00eb GLPS, Ema Pula, tha se rekrutimi n\u00eb institucionet e administrat\u00ebs shtet\u00ebrore ka efikasitet t\u00eb ul\u00ebt.<\/p>\n<p>Por ajo tha se e kund\u00ebrta q\u00ebndron tek agjencit\u00eb e pavarura, ku nga gjasht\u00eb procedura t\u00eb hapura kat\u00ebr jan\u00eb p\u00ebrfunduar.<\/p>\n<p>\u201cTe institucionet e administrat\u00ebs shtet\u00ebrore n\u00eb rekrutimin e pozitave t\u00eb larta drejtuese kan\u00eb treguar efikasitet t\u00eb ul\u00ebt. Nga 22 procedura t\u00eb hapura vet\u00ebm gjasht\u00eb jan\u00eb t\u00eb p\u00ebrfunduara q\u00eb n\u00eb p\u00ebrqindje p\u00ebrkthehet n\u00eb 27 p\u00ebr qind. Tek agjencit\u00eb e pavarura n\u00eb rekrutimin e pozitave t\u00eb larta drejtuese kan\u00eb treguar nj\u00eb efikasitet t\u00eb lart\u00eb nga gjasht\u00eb procedura t\u00eb hapura kat\u00ebr jan\u00eb p\u00ebrfunduar q\u00eb n\u00eb p\u00ebrqindje \u00ebsht\u00eb rreth 66 p\u00ebr qind\u201d, tha Pula.<\/p>\n<p>\u201cN\u00eb p\u00ebrgjith\u00ebsi k\u00ebto gjetje tregojn\u00eb se agjencit\u00eb e pavarura kan\u00eb qen\u00eb m\u00eb efikase se institucionet e administrat\u00ebs shtet\u00ebrore n\u00eb procedurat e rekrutimit. Po ashtu, del n\u00eb pah se ka hap\u00ebsira p\u00ebr p\u00ebrmir\u00ebsim n\u00eb t\u00eb dy rastet. Te p\u00ebrs\u00ebritja e procedurave t\u00eb rekrutimit n\u00eb administrat\u00ebn shtet\u00ebrore dhe agjencit\u00eb e pavarura analiza ka shp\u00ebrfaq disa d\u00ebshtime t\u00eb shpeshta t\u00eb procedurave t\u00eb rekrutimit n\u00eb dy fazat e procedur\u00ebs at\u00eb t\u00eb verifikimit paraprak t\u00eb list\u00ebs s\u00eb ngusht\u00eb si dhe n\u00eb vler\u00ebsimin e kandidat\u00ebve gj\u00eb q\u00eb ka d\u00ebrguar n\u00eb p\u00ebrs\u00ebritjen e tyre. Shumica e d\u00ebshtimeve jan\u00eb si pasoj\u00eb e munges\u00ebs s\u00eb numrit minimal t\u00eb dy kandidat\u00ebve p\u00ebr t\u00eb p\u00ebrfunduar nj\u00eb nga fazat e procedur\u00ebs. \u00cbsht\u00eb shqet\u00ebsuese p\u00ebrs\u00ebritja e shpesht\u00eb e procedur\u00ebs\u201d, ka shtuar ajo.<\/p>\n<p>Nd\u00ebrkaq, hulumtuesja tjet\u00ebr n\u00eb GLPS, Donika \u00c7eta tha se shqet\u00ebsuese \u00ebsht\u00eb edhe numri i ul\u00ebt i aplikimeve n\u00eb procesin e rekrutimit n\u00eb pozitat e larta drejtuese.<\/p>\n<p>Ajo shtoi se anulimet e shpeshta t\u00eb procedurave dhe mosp\u00ebrfillja e ligjit p\u00ebr em\u00ebrimin e kandidatit fitues e rrit\u00eb mosbesimin tek qytetar\u00ebt p\u00ebr t\u00eb kandiduar.<\/p>\n<p>\u201cKjo analiz\u00eb ka sjell shqet\u00ebsim serioz n\u00eb numrin e ul\u00ebt t\u00eb aplikimit n\u00eb procesin e rekrutimit n\u00eb pozitat e larta drejtuese. N\u00eb 28 procedura t\u00eb brendshme si n\u00eb institucionet e administrat\u00ebs shtet\u00ebrore dhe agjencit\u00eb e pavarura 53 aplikant\u00eb q\u00eb kan\u00eb plot\u00ebsuar kriteret e k\u00ebrkuara n\u00eb shpallje.
