Debati u rikthye fuqish\u00ebm n\u00eb vitet 2017\u20132018 gjat\u00eb dialogut Kosov\u00eb\u2013Serbi, kur u diskutua mund\u00ebsia e \u201ckorrigjimit t\u00eb kufijve\u201d: veriu i Kosov\u00ebs t\u2019i kalonte Serbis\u00eb, nd\u00ebrsa Lugina e Preshev\u00ebs t\u2019i bashkohej Kosov\u00ebs. Politikan\u00eb dhe akademik\u00eb serb\u00eb si Dobrica \u0106osi\u0107, Branislav Krsti\u0107 dhe Du\u0161an Batakovi\u0107 kan\u00eb propozuar gjat\u00eb viteve modele t\u00eb ndryshme t\u00eb ndarjes ose kantonizimit t\u00eb Kosov\u00ebs, me synimin p\u00ebr t\u00eb ruajtur kontrollin mbi veriun, manastiret ortodokse dhe asetet ekonomike. Edhe disa diplomat\u00eb dhe analist\u00eb nd\u00ebrkomb\u00ebtar\u00eb kan\u00eb diskutuar gjat\u00eb viteve modele t\u00eb ndryshme t\u00eb ndarjes etnike si m\u00ebnyr\u00eb p\u00ebr t\u00eb stabilizuar rajonin, megjith\u00ebse k\u00ebto ide nuk u b\u00ebn\u00eb kurr\u00eb politika zyrtare. N\u00eb vitet 2017\u20132018, disa politikan\u00eb kosovar\u00eb dhe nd\u00ebrkomb\u00ebtar\u00eb e konsideruan shk\u00ebmbimin territorial si nj\u00eb alternativ\u00eb p\u00ebr t\u00eb shmangur krijimin e Asociacionit: veriu i Kosov\u00ebs t\u2019i kalonte Serbis\u00eb, nd\u00ebrsa Lugina e Preshev\u00ebs t\u2019i bashkohej Kosov\u00ebs. Ky propozim u kund\u00ebrshtua ashp\u00ebr nga Albin Kurti dhe L\u00ebvizja Vet\u00ebvendosje. Sipas tyre, \u00e7do shk\u00ebmbim territoresh do t\u00eb minonte sovranitetin dhe integritetin territorial t\u00eb Kosov\u00ebs. Kurti ka deklaruar se \u201cZajednica dhe shk\u00ebmbimi territorial jan\u00eb t\u00eb nj\u00ebjtat p\u00ebrpjekje p\u00ebr ndarjen e Kosov\u00ebs\u201d. Megjithat\u00eb sot, realiteti politik ka ndryshuar. Nd\u00ebrkoh\u00eb q\u00eb dikur thuhej se nuk duhet t\u00eb ket\u00eb Asociacion, sot d\u00ebgjojm\u00eb gjithnj\u00eb e m\u00eb shpesh deklarime se Asociacioni duhet t\u00eb krijohet n\u00eb nj\u00eb form\u00eb t\u00eb caktuar n\u00eb kuad\u00ebr t\u00eb marr\u00ebveshjeve t\u00eb dialogut. N\u00eb k\u00ebt\u00eb kontekst, nj\u00eb zhvillim tjet\u00ebr i r\u00ebnd\u00ebsish\u00ebm \u00ebsht\u00eb edhe fakti q\u00eb Shtetet e Bashkuara kan\u00eb miratuar nj\u00eb ligj q\u00eb kund\u00ebrshton ndryshimet territoriale n\u00eb Ballkan mbi baza etnike. N\u00eb Ligjin p\u00ebr Autorizimin e Mbrojtjes Komb\u00ebtare t\u00eb SHBA p\u00ebr vitin fiskal 2026 p\u00ebrmendet se administrata amerikane nuk do t\u00eb mb\u00ebshtes\u00eb politika q\u00eb promovojn\u00eb shk\u00ebmbime territoriale ose ndarje etnike n\u00eb rajon. Kjo n\u00eb praktik\u00eb e ka mbyllur pothuajse p\u00ebrfundimisht debatin p\u00ebr shk\u00ebmbimin territorial si opsion politik. Megjithat\u00eb, pasojat psikologjike t\u00eb k\u00ebtij debati vazhdojn\u00eb t\u00eb ekzistojn\u00eb. P\u00ebr shum\u00eb vite, veriu i Kosov\u00ebs \u00ebsht\u00eb trajtuar si nj\u00eb hap\u00ebsir\u00eb e pakontrollueshme nga shteti dhe kjo ka krijuar edhe nj\u00eb perceptim n\u00eb nj\u00eb pjes\u00eb t\u00eb shoq\u00ebris\u00eb se ai territor nuk funksionon realisht si pjes\u00eb e plot\u00eb e shtetit t\u00eb Kosov\u00ebs. Demarkacioni me Malin e Zi Nj\u00eb tjet\u00ebr tem\u00eb q\u00eb ka ndar\u00eb fort politik\u00ebn kosovare ishte demarkacioni me Malin e Zi. Marr\u00ebveshja p\u00ebr p\u00ebrcaktimin e vij\u00ebs kufitare u n\u00ebnshkrua n\u00eb vitin 2015 dhe u ratifikua n\u00eb Kuvendin e Kosov\u00ebs n\u00eb vitin 2018. Ratifikimi i saj ishte nj\u00eb nga kushtet kryesore t\u00eb Bashkimit Evropian p\u00ebr liberalizimin e vizave p\u00ebr Kosov\u00ebn. Albin Kurti dhe Vet\u00ebvendosje e kund\u00ebrshtuan fuqish\u00ebm k\u00ebt\u00eb marr\u00ebveshje, duke argumentuar se Kosova mund t\u00eb ket\u00eb humbur rreth 8.200 hektar\u00eb territor. Megjithat\u00eb, kjo shif\u00ebr vjen kryesisht nga deklarata politike dhe nuk \u00ebsht\u00eb konfirmuar nga ndonj\u00eb vendim juridik ose hartografik nd\u00ebrkomb\u00ebtar. Deri m\u00eb sot nuk ekziston nj\u00eb vendim zyrtar nd\u00ebrkomb\u00ebtar q\u00eb konstaton qart\u00eb se Kosova ka humbur territor. Po ashtu, edhe pas ardhjes n\u00eb pushtet dhe p\u00ebrkund\u00ebr fuqis\u00eb s\u00eb madhe politike, kjo kauz\u00eb opozitare nuk ka prodhuar nj\u00eb p\u00ebrfundim t\u00eb qart\u00eb institucional: as nj\u00eb vendim q\u00eb thot\u00eb se Kosova ka humbur kaq hektar\u00eb tok\u00eb, dhe as nj\u00eb vendim q\u00eb tregon se Kosov\u00ebs i jan\u00eb kthyer kaq hektar\u00eb territor. P\u00ebr k\u00ebt\u00eb arsye, \u00e7\u00ebshtja ka mbetur n\u00eb nj\u00eb lloj mjegulle politike dhe opinioni publik vazhdon t\u00eb jet\u00eb i ndar\u00eb. P\u00ebrfundim Shk\u00ebmbimi territorial, demarkacioni, Gjykata Speciale dhe Zajednica kan\u00eb qen\u00eb temat q\u00eb kan\u00eb ndar\u00eb m\u00eb shum\u00eb politik\u00ebn dhe shoq\u00ebrin\u00eb n\u00eb Kosov\u00eb gjat\u00eb dekad\u00ebs s\u00eb fundit. Dikur ato ishin kauza t\u00eb forta opozitare, por sot shum\u00eb prej tyre jan\u00eb b\u00ebr\u00eb realitet institucional ose kan\u00eb hyr\u00eb n\u00eb nj\u00eb faz\u00eb tjet\u00ebr t\u00eb debatit. Megjithat\u00eb, edhe pas ardhjes n\u00eb pushtet, nuk kemi par\u00eb nj\u00eb sqarim t\u00eb plot\u00eb institucional p\u00ebr disa prej k\u00ebtyre \u00e7\u00ebshtjeve. P\u00ebrkundrazi, n\u00eb disa raste kemi par\u00eb edhe ndryshim t\u00eb narrativ\u00ebs politike nga nj\u00eb diskurs ku thuhej se nuk duhet t\u00eb ket\u00eb Asociacion, n\u00eb nj\u00eb realitet ku sot flitet p\u00ebr zbatimin e tij. Duhet theksuar gjithashtu se n\u00eb t\u00eb gjitha k\u00ebto kauza, Albin Kurti ka qen\u00eb nj\u00eb nga figurat kryesore t\u00eb opozit\u00ebs. Megjithat\u00eb, edhe pas ardhjes n\u00eb pushtet, n\u00eb asnj\u00ebr\u00ebn prej tyre nuk kemi par\u00eb nj\u00eb zgjidhje p\u00ebrfundimtare politike: nuk ka pasur iniciativa konkrete p\u00ebr rishikimin e demarkacionit, nd\u00ebrsa n\u00eb trash\u00ebgimin\u00eb e dialogut me Serbin\u00eb ka mbetur edhe Marr\u00ebveshja e Ohrit.
